Is it possible to re-program the scanner so when you turn it on it will scan instead of just stay on ch 000. Thanks

Not re-program, but do a hardware mod. The link on the Wiki page is dead, but can be found on Mods DK web page. You'll have to create a free account to read it though.

Something I do on my PRO-92 is program the local NOAA weather channel into Ch 000 and put an alpha tag that says "PRESS SCAN". That way when I hear the WX I know I forgot to press scan. Also helpful for my wife who doesn't have a lot of scanner knowledge she knows to press scan.
