I just acquired a used Pro 2096 on eBay.
How do I erase all channels and start from scratch with only channels from my area?

You can only reset the scaanner to scratch:
Resetting/initializing Your Scanner; Resetting Your Scanner - Radio Shack PRO-2096 User Manual [Page 71]

Turn the scanner off. Turn the scanner on. After the DSP boot version screen, the scanner displays the welcome screen. During the welcome screen, press 1 and then E.

before you do that why not let it scan and see what happens?
