Depending on what you're intending to monitor. With the exception of a few fire frequencies, just about all public safety communications in your area have switched to the MPSCS APCO-25 digital system. The PRO-23 would be of no use on that system.

You should be looking at the GRE PSR-500, PSR-600, or the Radio Shack equivalents, PRO-106, and PSR-197.

hoser147 is correct. The PRO-96 is an excellent scanner, and I've seen them going for as little as $225.00 recently, which is a super bargain.

There are a couple concerns however. Michigan will be using the 700MHz band for some services in the near future, and the PRO-96 will not follow trunking systems on that band. There are some concerns about the PRO-96 coping with re-banding of the 800MHz system as well.

The newer models have numerous advantages in features and performance, if you can afford them.

I have a pro 96 it took a bit to get used to at first but when i got the hang of its easy program just read the manual real good. but some guys like to use software to program scanners i dont use software to program radios . Some radio shack stores will program them but good luck finding a store that the employee knows how.
