PRO-433 / Trunking question

Just bought the PRO-433 and want to see if I understand trunking on it.

First I program in the site freqs, then under the county info from the database i put in the DEC # to get the talk group(s) I want to monitor, THEN, scan the talk groups rather than the individual freqs?
