Pro 64 and StarCom21

I need some help programming my radio. I up loaded StarCom21 into ARC300 program then to my radio. I included the talk groups. I just drove from Lombard to St. Louis on Monday and back on Tuesday. While I saw a great deal of ISP on the roads, and saw many pulled over, but never heard a word on the new radio. Can anyone give me some ideas of what I might be doing wrong?

You are using the wrong radio. The Pro164 is an analog only scanner and will not work on the all digital StarCom21 system.

You need a Pro106 or 197, a PSR500 or 600 or a BCD996 or 396.

Return it and get your money back towards an actual digital radio. The 164 is analog only.
