PRO-651 not finding talk on programmed frequencies

just acquired another PRO-651. As usual I cleared the memory and I entered six LAPD frequencies. while testing with another PRO-651 with same frequencies programmed I am not getting any recognition of talking while the second scanner is finding talk. I entered additional LAPD frequencies, entered two limit searches, but not receiving talk in scan mode and in manual frequency monitoring.

i had both in scan mode. seems the unit I just received is not recognizing the frequencies when the second scanner picks up traffic. I am now using manual mode with both scanners monitoring the same frequency. the new unit is not finding the talking when the second unit does. i have the squelch turned clockwise just to the point where the static is silent. all settings are identical on both scanners.

one element i notice on the working scanner is the bottom line of the display says P25:466 S/ STOR when a frequency is hearing talk in manual or scan mode.

in manual mode before there is talk the display says Sq:Search. the bottom line of the display says P25:466 S/ STOR when a frequency is hearing talk. when talking ends the display says P25:466 S STOR (no "/"). the display does not go back to Sq:Search.

when I manually change to a different frequency before there is talk the display says Sq:Search. when talking occurs the display says P25:466 S/ STOR and when talk ceases it stays with P25:466 S STOR (no "/") until talk begins again and the "/" reappears. in manual mode after a frequency has talking, the display does not go back to Sq:Search.

in scan mode the display says the quickly changing text names for each frequency until talking begins. when talking ends in scan mode, the display says P25:466 S STOR for a short delay time and then the quickly changing text name for frequency is displayed.

the new scanner never displays P25:466 S/ STOR or P25:466 S STOR. it always displays Sq:Search when manually set to one frequency and never picks up talking. in scan mode, the new unit displays the quickly changing text name I have given to each programmed frequency. the issue seems to be related to the new scanner never hearing talking and never displaying P25:466 S/ STOR or P25:466 S STOR.

any ideas as to why the new scanner is not finding talk?

thank you for your response. funny i am having difficulty (don't know how) to deleting object from working scanner. pressed Wx and heard forecast. so I turned on the new scanner and pressed Wx and yes I do hear forecast. this is the first time this new scanner has found talking. now what do I know about the new scanner.

can someone tell me how to delete an object from a PRO-651? I see some instruction telling me to press PGM, select the object desired, press F and press CL. I don't know what CL is. I don't see a key marked CL.

I think you can clone one to the other, can't you? If not, download the good one using software, then upload it to the new one.

are you suggesting cloning frequencies only? I have never cloned a scanner from another. how would cloning be different from my having manually programmed the frequencies into the new scanner?

I would check the "Sq Mode" in the programming for each channel; you can set it to "search" to see if it helps in your situation.

To delete a channel first locate the channel and then press "PROG" then "FUNC" then "CLR".

re: deleting an object from the PRO-651, I now see a key labeled "CL" left of 0.

why would cloning frequencies into the new scanner be different from manually entering scanner frequencies? how would cloning impact the scanner's detecting activity on a frequency?

Cloning copies more than just frequencies, scan objects, etc. to your newly-acquired scanner. It copies EVERYTHING, including operating parameters (the "Global Settings"). Since your newly-acquired scanner picks up the National Weather Service, there's a chance that the new scanner's Global Settings are different from those in your older scanner.

If you don't have software/cable to program your scanner, here's a link that tells you how to clone the working one to the newly-acquired one:

yes. every object is set to Sq:Search. No reception except from Wx. I entered frequencies the same way I always do. MAN-PGM-NEW-CONV-arrow down to Freq:-arrow right-enter frequency-DONE-arrow down to Tag:-arrow right-enter name-SAVE.

by default the next line says Sq Mode: Search
by default the next line says Squelch Code:n/a


i can edit an object and arrow down below Tag: to Sq Mode: -right arrow-right arrow until P25 - SAVE
the line below Sq Mode: becomes "P25 NAC: Search" from what previously was "Sq Mode: n/a"

having edited one object on both scanners and manually tuned to that frequency, the bottom line on display says P25:Search from what previously by default says Sq:Search. still the new scanner does not pick up sound when the other scan does pick up sound.

You may have to reset the scanner as the previous owner may have changed a setting that is impacting reception as flythunderbird mentioned.

When you first turn on the scanner (when the welcome message is still on the screen) press "0" and then press "2" and then press "ENT" (Enter). This will reset any global settings that may have been set incorrectly. This reset will not affect the working memory programmed into the scanner.

If the above reset does not help, you can try resetting the entire scanner by pressing "0" then "1" upon startup. This will reset all settings and erase everything programmed into working memory.

reading your posts it looks like you want to program manually , you really should use the software . its quite easy and you will be more successfull. and less frustration..i use arc500 and its a breeze. some here use win500 either one is good and i believe they both have a free trial period. im am constantly reprogramming my 651 and 652 and it takes just minutes and always comes out right.

thank you for the responses. i did reset 0-1 at start up before I entered objects. i assume Wx is analog broadcast. Perhaps this scanner will not recognize digital signals after being programmed.

Coincidentally yesterday I also programmed the same LAPD frequencies into a PRO-2096 which will not recognition activity when the old PRO-651 does. so I have two different scanner models which can be programmed and have frequencies stored yet don't recognize activity on those frequencies.

I have also observed that with the squelch turned all the way counter-clockwise i hear static noise when manually monitoring a frequency which i did not edit to Sq Mode: P25 (Sq Mode: Search). yet the objects which I had changed to Sq Mode: P25 do not make static noise. limit searches (which do not show Sq Mode) make static noise. however when in scan, those two objects which are limit searches do make static noise as do the objects which are set to Sq Mode: Search. in scan with squelch turned all the way counter-clockwise, the objects with Sq Mode: 25 do not make static noise. Does any of this have meaning?

how can I edit a post? in the post above, there is a mistake. before the word however, the sentence should read (with squelch turned all the way counter-clockwise) limit searches (which do not show Sq Mode) DO NOT make static noise.

so simple description is I have a digital scanner which retains programmed frequencies but does not pick up talk traffic when an identically programmed scanner does. scanner will output weather forecast Wx. what is the problem which needs to be repaired?

yes. I followed these directions to clone from a working PRO-651 to the non-functioning PRO-651. the execution went as expected counting up to 100% and automatically going to done and exited the clone routine. no change to the non-functioning performance although the frequencies programmed were changed. monitoring both scanners in manual on same frequency the non-functioning unit did not squawk when the working unit did.
