Can you program a Pro-70 handheld via computer?

That scanner is from 1997, So I would say no.
It's 15 years old.

Why would you need a computer to program it? It's only 50 channels with a frequency range of 29-512 and of course it will not decode digital signals. Back in the day with the Pro 2006 I had (400 channels) I programmed the entire thing by hand.
