Pro 82 Problems

I'm programing a scanner for a friend of mine, it's a radio shack pro 82. He first gave it to a firefighter friend of his and he tried to put a tone out feature on it where you could only hear the stuff from his department. Well when he got it back from him it didn't work right and he gave it to me to program for him. It sounds like the squelch is stuck, it wont scan. I know it's not the squelch because when you put it on a channel you can pick stuff up. Can somebody help me.

The Pro-82 doesn't do toneout. It doesn't even have CTCSS/DCS tones. Was this a hardware upgrade?

I know i have a Uniden bc346xt and it has the CTCSS/DCS tones. I think he tried to programe some kind of software on it and it messed somthing up on the inside.
