Pro 95, can it do VHF low Fleetnet Ontario ?

I am posting a question for someone in the Canadian forum.

Can the Pro 95 scan Fleetnet in Ontario? The person is in Windsor and would like to monitor Windsor's EMS.

I am new to trunking also , I am in ontario and trying to monitor fleetnet , someone told me on this site that I needed to monitor VHF - HI , which is what I hope to do with the pro 95...in the owners manual it shows the three different frequency ranges it wil trunk in Motorola mode and one of the ranges is 137 - 147 which is what we need!
