People just don't get it.

They encrypt so people can't listen in.

Why would they bother encrypting if you could listen to it?

P25 is not an 'encryption system'. P25 is a digital modulation standard.

You can receive P25 Digital systems with a Pro 96, or the other P25 capable scanners.

If the agency ENCRYPTS the signal, it means that it's still P25, but now what it carries is scrambled/jumbled/encrypted signal that means nothing to a listener without the appropritate decryption hardware and key. If it's encrypted, you aren't going to be listening to it as anything but noise.

Just turn the volume up to full and plug in the earphone.

(Is this person for real or just trolling?)

Like it was stated before.... ENCRYPTION means just that. The signal/voice/data/intelligible portion of the transmission is scrambled, i.e., encrypted, to prevent others from listening to their conversation or seeing the data transmitted. There are MANY forms of data/voice encryption available and you would need the appropriate hardware, software, and or the appropriate "key" to decrypt/descramble the transmission. The N.S.A. spends a lot of money to have the latest and greatest equipment, and minds, to be able to decrypt encryption systems. Even if you have the intelligence to be able to do that do you have the time and money to do it?

There's a reason people encrypt their data/voice transmissions. If there was a capability for us to decrypt the intel then there would be no need for them to encrypt. Get it? Besides.... it's illegal in this country to decrypt an encrypted signal so this is all a moot point anyway.

Why would any member of RR.com know why all the departments of polices does, or does not, engage in any particular action. Perhaps you could survey all the departments of polices and share your findings here.

Only a properly programed radio with the proper key loaded.

In other words, nothing a most people will be able to get there hands on.

(Did I answer that nicely enough?)

#1 reason: Cost. Not only the added cost of encryption hardware, but also the additional personnel to manage the keys and reprogram all those radios on a regular basis.

#2 reason: Reliability, or lack thereof. Some departments seem to be having trouble just making their digital radios work reliably without the complications of encryption added on top.

There are probably people even in government/police/fire dept that because of the 1st amendment or whatever feel that the public/tax payers if they desire should be able to listen. Police already do alot with cell phones for secret/sensitive conversation/info as well as the digital info going to computers in the cars. so even with out encryption the already have ways to keep stuff off the public air with out encypting

YES, there is an absolutely foolproof way to listen to a particular encrypted channel.....

First, quit your current job.....

Now that you have a little extra time, start a daily work-out regime to build up your strength and stamina to a point where you will be able to pass the police physical exams and survive the Academy PT training for the 12 to 16 weeks. Be sure to go to the library daily also to check out some books on criminal and evidence law, physical crime scene preservation, sociology, psychology, leadership techniques, unarmed defense and martial arts, You may also want to enroll at a gun range for training with non-lethal and deadly-force weapons. While you are doing this you may want to start practicing some written communications skills, because as the saying goes; "if it isn't written down, it didn't happen." Then there is the math/physics of objects in collision you'll need for accident investigation. While you are doing this, you may also want to write to all of your old employers to be sure you have good addresses on them and that they are willing to give you a good recommendation when the department starts your back ground check. Depending on what department you are wanting to listen to, you may need to go back as far as high school teachers because the department will do so. Oh, I almost forgot. There is also the driving skills you'll need. Gee, I hope you haven't had too many tickets over the last 10 years or so. That would make all the above a waste of time.

OK, now that you have prepared your self properly, get a job on the department with the encrypted communications you want to listen to that gets you into a position that causes them to issue you a radio with the correct de-scrambler equipment.....

Otherwise Title 18, USC Chap 119-2511 says you are just out of luck if you are in the U.S.
