Pro-96 and WYOLink programming

Morning all.

Got a Pro-96 that I am using Butel software on and want to program it for the Wyoming system WYOLink, but after downloading the database to the scanner it never picks up anything. Am I missing something in the programming that I need to do for this system to work? I am in Cheyenne and have line of sight of several towers and have Laramie county as well as Highway Patrol and WYDOT programmed in for talk groups.

Any help will be welcome.
