An antenna has everything to do with it, large simulcast systems cause horrible multipath distortion. A scanner has a hard time being able to deal with signals hitting it at slightly different times from different towers. A Yagi would help, but would your scanner pretty much non portable. Problem is you may be in an area that's being hit with multiple tower locations and the scanner isn't able to lock on to a control channel.
There is a big difference between a $500.00 scanner and $5000.00 Motorola that is designed by Motorola and programmed by radio techs to receive 700/800MHZ simulcast P25 systems vs a scanner that while can receive P25 isn't specifically designed for it. You can try any scanner currently on the market and you MAY have better results, but it won't be the same as a Motorola or professional grade radio. Then again there could be something wrong with your scanner. Try moving it around or getting close to some towers and see if it picks anything up if it's programmed correctly.Antenna is not the problem..Because..I never seen a Yagi on a Patrol Car. it has to be the scanner itself..being it is old technoligy, but does say it recieves and decode Digital (but what type).
