Pro 96 Issue : Setting Up P-25 Scanning

I have a problem, I did program the frequencies into the radio, but the problem is that I don't hear anything. The project 25 frequencies for my local area is set to MO (motorola) or should it be set to FM if I want to hear the Orion network? I wish that they can make a new radio that can monitor Project 25 phase 1 and 2.
