Ok I have done extensive searching on the site with no further ideas as I had already,

1-Tried turning on and off the digital agc

2-changed the firmware 1.2 to 1.4 and back to 1.2
knew it probably wouldn't work, but worth a shot to try.

3-It screams with full volume as a pro 96 is expected when on any analog frequencies, NOAA weather.

4-To get decent volume out of it, I have the knob on full and get I bet what is equivalent to at best 1/4 knob position volume if it is on analog frequencies.

5-Same programming used on another pro 96 does not have the volume problem

6- I dont have the VR4 problem as it gets 96-98% rates on the control channel.
I did try the adjustment and get 98%, seems volume appears to be slightly better on digital but not dramatic.
When I push the MAN key to check the % the volume is very loud

7- Downloaded the setup for my area from the database here, same low digital volume

Gist of it is, low volume on digital, but normal full volume on anything analog.
Thought about if I could get contact cleaner for the pots, but then if that was the problem then analog would also be low volume.

This one baffles me as IMO all that is left is a hardware problem.

using ARC96

This is a shot in the dark but if you have another pro 96, try swapping the antennas and see if it changes.

yeah I tried afterwards that and also tried swapping the dc adapter wall warts.

I got these two to program from another, one is his, another from obviously a smoker; the keys are yellowed, the white wire for the dc adapter is very yellowed, but it works perfectly!

Another system

My first thought is have you listened to more than one digital system? I'm assuming you're monitoring MSPSC. Have you tried to listen to something other than that?

Only fully digital system here is mpscs, on an edacs system does'nt have the low volume

For reference the mpscs frequencies are set for MOT.

I also did a reset startup 0 , then 1 keys.

did the reset on the side of the radio as well.

IMO hardware at this point.

This is a shot in the dark but I had a similar issue with my PSR 500. If I squeezed the case real hard in the corner where the volume knob is located the scanner would get loud. If I rapped the scanner in the corner with my hand it would come back loud for a minute or two. Finally I took the case off and pressed on all the boards and made sure all wires were solder. Fixed the issue. It may be worth a shot to try it on the Pro-96.
