In my years at Radio Shack we sent many radios and scanners to the repair depot that we did not sell. If it was new it is covered by the manufacturer labor and parts warranty for one year. Any Radio Shack should help you; however I would contact Scanner Master for direction. An earlier post says to contact a District Manager. They would lead you in the same direction as a manager or employee. Most Radio shack employees do not realize that the products they sell are sold outside of the store. Just because you send something to a repair depot does not necessarily mean it is covered by the manufacturer. You must submit proof of purchase, and that determines your eligibility.
If you buy a Pro-96 new on ebay, and bring it to RS with your paypal receipt, do you think it will be fixed for free?

Also, to the OP, are you sure your local agency did not switch to a new system? Try the weather band, and if you pick up NOAA then your scanner is more than likely ok, and your agency switched.
If you get nothing on WX, if you are a bit handy, open the case and look at the BNC connection to the PCB. If you are a bit rough with the antenna, the connection to the PCB may have come loose, and a simple solder job will do the trick. I have seen that many, many times on this radio.
