Can anyone tell me if I would be wasting my money to buy a new from Radio Shack PRO-96. I understand that Arizona is going encrypted or already has on some frequencies.

Main public safety channels are remaining in-the-clear for the foreseeable future, but yes much of the system is encrypted. However, I find the PRO-96 works well on this system.
