Keep in mind that a "text tag" is just a NAME. Just like your name. There are no "rules". You could call a channel Fred, or George, or whatever you want.
Because some of my scanners only have 12 character text fields, I adopted using single letters to identify each frequency. So I used 10 characters to identify my city or county, a space, and the single letter.
However, if all my scanners could display 16 characters or more, I'd get more creative with how I'd have them labeled. If the SYSTEM you are monitoring has only ONE "site", then just label them with a number. If there are less than 11 frequencies, you could label then 0 to 9. Heck you could handle up to 36 frequencies by using digits and letters.
Since you seem to want someone to tell you what to name stuff, how about "PICKAWAY 01" through "PICKAWAY 10"? Note that I use all UPPER case because it is easier to read. The reality is that most people pay little attention to the text tag of a trunked frequency - most are only interested in the alpha tag for the TG.
