I've had my Pro 97 for 2 years now, got it as a christmas gift from my fiance to do some railfanning. Works great and such. Only gripe was when I'de put it on scan i'de end up listening to all the pre programmed crap instead of the channels i programmed. So I eventually read the manual and how to erase the channels that are already programmed. Did all that, re-programmed my stuff and hit scan. I get all channels locked out!! I've re-re-re-read the book adn followed the instructions on how to unlock the channels but it still wont unlock them. This drives me nuts when im out and about and have to flip thru the channels to find something to listen too.

What else can I do to get this thing to scan?

Typically, when you get the message "all channels locked out", it really means that there is NOTHING programmed. To find out if there is anything programmed, press MANUAL. Step through the channels (press MAN or UP to advance to the next one) and see if there is anything in there. If there is, then make sure the channels are not locked out. When in scan, make sure you have a bank turned on that has at least one programmed, non-locked-out channel.

Most of us that have PRO-97 scanners use WIN97 to program them. It is well worth it to solve these problems.

i have channels programmed. I have almost 30 frequencies programmed in for when I go do some railfanning/photography.

Is there anyway to wipe everything clean in the scanner and start fresh again?

Is the bank with your rail frequencies in it locked out?

Page 84 of the manual tells you how to initialize it.

Download the free copy of Win97 and program your own channels into the radio and it should work okay. It's free for 30 days. I bought my 97 used from someone out of state and had to erase everything and I got the same message. You just need to re program your own local channels into it. I was able to download most of the channels I needed within that 30 day time period.

Steve, check the channel numbers of your frequencies (your 30) then make sure the BANK that contains them is turned on. If your stuff is programmed into channels from 000 to 099 the you will need to press the "0" key to turn that BANK on or off. (channels 100 to 199 are BANK "1" and so on....) If the BANK has unlocked freqs programmed in it the scanner should begin scanning when that bank is turned on. If your intrest only lies with the freqs you have entered then you may be better off re-intializing the radio (wiping out all the stored freqs) and starting fresh. Then you could separate your freqs of choice by user or location. For example maybe Amtrak freqs on say Bank "0" , Norfolk Southern on BANK "1", Union Pacific on BANK "2" and so on. Or by location, set up your Banks as to what you would hear on specific rail lines at various different locations as you go about your railfanning. Just check your programming, make sure the proper BANK is enabled and that all of your freqs of intrest are UNLOCKED. Check all this and let us know how it's working then.

im here at work trying to get this working.
This is what the screen says while in manual mode.

P001FM 160.48500
pri att DLY LO+
NYSW

Nothing else. If I hit the "0" it just blanks out the numbers next to the M in the upper left corner and starts to blink between 0 and X. I dont have access to the manual online nor do I know where my paper manual is.

The screen shown above indicates the scanner is in PROGRAMMING mode, not MANUAL mode. It indicates that channel 001 is programmed. What's in channel 000? What happens when you press MAN? What then happens when you press SCAN?

OK Steve, it looks like you need to leave it in SCAN mode and then press the "0" button, that will turn your bank "0" ON, it is currently shown as being OFF ( note the "-" before the #1 in your above post, that indicates that bank as being turned off, the ones that show a number are turned on). If you don't have anything programmed into the other banks you can also turn them off.

Also the LO indicates that channel is locked out. When you see that screen tap the lock out button ("LOUT") and LO should change to lo indicating the channel is not locked out. Each time you tap the lockout button it will toggle between LO and lo

Use the manual button to step to each channel where you have a frequency entered and make sure the lock out indicator is in lower case.

ok guys i've followed everyone's steps and this thing will not get out of the "all channels locked out" mode. I even went to the radio/communications store here in NNJ and the guy couldn't really help since he wasn't familiar with the RS Pro97.

What can I do to completely wipe the scanner clear, have absolutely nothing in it and start fresh?

Are you sure you followed the suggestions - the screen you showed indicates that you had bank 0 disabled and channel 01 was locked out.

If you want to completly zero out your scanner here are the instructions from the Pro-97 manual:

Initializing your scanner
If the scanner’s display locks up or does not work properly
after you connect a power source or install batteries, you
might need to initialize it.
This procedure clears all information you stored in the
scanner’s memory. Initialize the scanner only when you
are sure the scanner is not working properly.

1. Turn off the scanner, then turn it on again. Multi-system
Trunking Scanner appears.

2. Press 0 while Multi-system Trunking Scanner appears.

3. Press 1.

4. Press ENT. Initializing please stand by. appears for about 5
seconds.

Do not turn off the scanner until the initalization is
complete. When the initialization is complete, M000
appears on the top line of the display. Bank 0 Ch 00
appears on the third line.

The L in pri att DLY LO means channel 001 is locked out

And when I hit the scan button I get this message,
-123-5678- pri--

All channels
Locked out!
This indication tell you what banks are initialize for scanning. In your example, banks 0, 4 and 9 are not scanning at all. However, should you initialize bank 0 by pressing the number 0, channel 001 will not scan due to my note that it is locked out. You yourself had to press LOUT while on that frequency <160.48500> for it to be locked out. Unlock it by pressing LOUT while on that frequency. And you may need to step through each frequency to check them for the letter L on the second line.

As said by others, the primary cause for the scanner to dispay "ALL CHANNELS LOCKED OUT" is the Bank(s) selected for scanning have no frequencies programed in them. Since you have programed frequencies onto the scanner, Which bank are they programed in? Bank number is the 1st number if the three numbers on the left side of the top row. As long as that bank is selected, and the user has not locked out each of the programed channels in that bank, you will not get the message.

maybe im just confused. the channels i have programed are in bank 0. the first channel i have programmed is bank 0, channel 1. before that one there is no frequency stored under bank 0 channel 0. the last frequency i have is bank 0 channel 22 which is for the csx boston line. all the other channels in bank 0 from channel 23-99 are all showing Lo along with what i have.
