Pro 97 white noise

there seems to be alot of white noise during trunk when someone is talking on my new pro 97 that I did not get on my pro 94 is this normal.

Not on mine unless it is a weak signal.

yea I am in the same place I was with the other scanner it realy sounds more like a speaker thing than a reception thing.

A couple of things I would check are:
Same "white noise" using headphones
Mot decode rate of control channel if system is Motorola
Does the noise stop or the signal fade driving around or going outdoors
