So can i ask,,

How dose the Pro106 NOT have an option to
-Extend- the freq range down to 17mhz and
to open up 54 to 108 like the Pro96..

seems like a feature that would be available.
or is it the 96 a uniden (i thinks)and the 106
a GRE the issue?

Fortunately, GA
you thinks wrong. The 96 is a GRE made scanner. Did the frequencies within the Win96 software. Never heard anything in those ranges. Never used it again.

Far Eastern Washington...
If you are wanting to listen to FEMA at 17.XXX Mhz (17XXX khz), you are going to need a shortwave radio that is capable of receiving from approximately 500 khz up to 30000 khz (30.000 mhz) and has SSB (SingleSideBand) capability. Even if the Pro 106 went that low, it only receives in AM and FM and they are going to be in SSB at that frequency and you wouldn't be able to understand a word they were saying unless you speak in Donald Duck!
