Pro163/164 - Not Getting Weather Alearts - Win97

Both my Pro-163 and 164 have stopped getting any weather alearts since using Win97. Here are my settings and I hope I have given enough info to help. If not please respond and I will try to provide further.

Priority Channel:

Priority Channel ON = Checked
Alpha Tag = Weather
Frequency = 162.550000
Mode = FM
CT/DC = 0.0
Delay = unchecked
Attenuation = unchecked
Use Weather Channel = checked
Weather Channel = 7

When I press the WX button I see the following:
G S <--I get 5 full bars here
Weather 7
162.55000
FIPS:Code(s) Set (only have one set 020173)
NOAA Weather


I have tested the alerts and the tones souns fine.
Everything was working fine till I started using Win97 to program the scanners. I know I must be missing something.... Just looking for some hints as the where to look next. Thanks..

I can only think of one thing right now.

In the "NWR SAME codes" section of Win97, make sure the LOut box for your FIPS code is NOT checked.
