I can't answer the design question, but as to the lack of hearing, that is most puzzling. I have heard lots of people comment on it but it seems more of a knee-jerk reaction than a true problem and most of the people I hear complain about it don't even own the radio. Mostly they are big Uniden users and have the same question as to design as you do and make the assumption it won't work.
Since you actually have one, I would like to hear the particulars. I mean what frequency are you trying to listen to (please provide the license) and how far away are you from the source?
Since the radio has nominal selectivity of +/- 8KHz (~16KHz wide) and ususally tunes those "split channels" at only 2.5KHz off center, it does not seem reasonable that a 11KHz, 13KHz, or even 18KHz deviation is going to not fit in the pass band of the channel. I have a Moto (3600) VHF TRS I monitor all the time. One of the local sites uses 157.3125 as both a voice channel and sometimes as a control channel. Although the Pro-96 tunes 157.3150 all the time, it does not seem any different than the channels that are not on that odd split, and this is 100% P25 CAI system.
