Pro96Com & P-25 Affiliation Denials

I have a question about the following message from Pro96Com:
Opcode A7: Deny Response: RID -> TGID (Group Voice Grant): reserved

Does this message indicate that a particular radio is denied from affiliating with a particular TG? Also, sometimes I see "denials" in the affiliation log without an associated TG. Does that mean the radio is denied access to the site itself, as opposed to a particular TG?

Since it says Group Voice Grant, it would mean that radio was denied access to transmit on that talkgroup. That radio may be restricted to receive only on that group.

As far as affiliations are concerned, yes, the denials would indicate that the radio in question is not allowed on that system, site, talkgroup or a combination of those. (i.e. a talkgroup is not allowed on a specific site)
