Problems with Radio Shack Pro 94 and Zone 2 OPP

I am new to the "Trunking" part of scanning - and I could use some advice. I read the post on FAQ for Uniden and the set up is similar to the PRO 94 - but there are differences. For example I don't think the off set spacing is included in my Pro 94.

In any event, I am north of Lindsay and will be monitering Lindsay, Fenelon Falls, Haliburton Peterborough OPP.
I have programmed the Base Frequency, offset but not ofset spacing. I have inputted the frequencies for Peterbrough, Haliburton and Fenlon from the Frequency list as regualr scan frequencies with DATA code to silence out data bursts.

When is trunk scan mode I get hits of 8304 and an associated frequency
of 142.980 and 8832 - 142.455 so I have inputed these two ID,s into the trunk scan bank.

However, I will only get the scanner to stop on one of these two ID's with data bursts---but never any voice while stopped in the trunk scanning mode.

Do I need to input ALL of the system frequencies including black, red and blue for all the detatchments as normal scan frequencies?? or will the three detatcments I have put in be enough? Any info on "Lindsay"?

Is there something I am missing here?? Is perhaps the Pro 94 not OPP receivable??

Your Pro-94 will not allow you to hear voice on OPP digital talk groups as
it isn't APCO-25 capable.
OPP can be heard analog on the repeater 410.8625.

Those aren't data bursts, they're voice that has been digitized.

You're scanner is not capable of monitoring the OPP's digital signals. You must either listen to the analog mobile repeaters or upgrade to a Pro-96.
