Programmed Fire Tones are not alerting the radio

Uniden BCD369XT Scanner Fire Tone not received.
I am placing this inquire in the Indiana thread fore, I believe the issue is more with the fire departments technology to transmit the specific tone then a specific scanner or radio receiving the tones.
During the past 6 to 8 months I noticed that the scanner does not function as a fire tone out on specifically programmed local fire departments.
1.) Porter County Fire Departments. Base frequency 154.3100 MHz
2.) Prior to the current issues numerous local fire departments were programmed and could be set to alert when their specific 2-tone sequence was received by the scanner.
3.) Scanner functions and alerts when in fire tone scan mode with no specific And B tone programmed only base frequency programmed.
4.) During fire tone scan mode, scanner receives and displays the 2-tones (A and B) per specific fire department.
5.) When a specific 2-tone frequency is received while fire tone scan mode, the base frequency and fire 2-tone frequency is programmed and entered in one of the 10 fire tone program locations.
6.) After programming the scanner does not receive or alert to the programmed base frequency and 2-tone specific fire tones.
7.) Neither has the base frequency of 154.3100 MHz nor the 2-tone frequencies have changed for the various fire departments.
8.) I have programmed the scanner in various modes from auto, narrow and wide band with no change in results.
9.) The fire tone out issue is not specific to the Uniden scanner. I have a Motorola HT-1000 that is replicating the same no fire tone receive issue. The Motorola HT-1000 has been programmed in various narrow and wide band modes with no change in results.
10.) The base frequency and specific fire tones have been programmed into a service monitor and in generator mode, does alert the scanner and Motorola radio as normally intended.

I am surmising something has change with the way the fire department alerts and transmits their tones, but I cannot quite discover what has changed to prevent the scanner or Motorola HT-1000 from alerting when on the base frequency and received fire tones, why the radios don't alert and "Tone-Out".

Any comments, suggestions and help would greater be appreciated

I have a couple of thoughts...

1. They may be transmitting a CTCSS that is interfering with the tone decoding.

2. Are you selecting the correct slot on the scanner for that tone-out? The scanner will only tone-out if it's on a slot with the same frequency and mode used in the programmed slot. (which would not apply to the Motorola)

Thank you for your suggestions.
1.) I have attempted programming with and without the 114.8 CTCSS tone and still no change with the scanner and radio toning out on a fire department page.
2.) I revisited the fire tone programming mode and verified that the fire department frequency of 154.3100 MHz is correctly programmed.
