BCT15X: Programmed for Chisago Co MN not receiving anything

I am trying to help a friend that just bought this BCT15X. I programmed it for Chisago County Sheriff. It is on the Armer system. I used the FreeSCAN software and imported the channels and groups from RadioReferance. When it is scanning it shows on the display that it has a single. My BCD436HP that is sitting next to it I am receiving fine. Is there anything I can check. I'm not familiar with the BCT15X scanner. I thought the FreeSCAN software was fairly simple to use and with importing the channels and groups I thought it would just work.

ARMER is a digital system. BCT15X is an analog scanner.
