programming a 4 site system on a PRO-96

I'm using a PRO-96, can anyone tell me the best way to program in the Toronto Public Safety system Ontario Canada ( Police, Fire, EMS) ?
it's a Motorola type II SmartZone analog 4 tower site system with 1 control & 1 alternate control channel per tower site (North, South, East & West)

what i'm asking is, can i program all 4 sites Control & alternate control freqs in the same bank?

if I can, do i put them all together? or skip a space between each site?
ie: site 1 in chan's. 001 & 002
site 2 in chan's 004 & 005
site 3 in chan's 007 & 008
site 4 in chan's 010 & 011
