BC796D: Programming a p25 system

I recently picked up a 796d after my pro-433 took a crap. Since a few of my listens went digital I found the 796 as my cheap replacement

My issue is steuben county ny sherriff dispatch. The info on this website only shows a single frequency of 155.3100. I set it up at a trunk type2 p25vhf system and I can't get it to work. I tried a few other setups but no cigar.

Am I doing something wrong? Am I just to far away to decode the signal reliably? I can only get about 1 bar on the receive side.

This is going in as a mobile in a vehicle so I'm just counter programming it right now

Any information would be helpful

I understand the digital switch. I believe its more how the scanner is programmed versus what the system is. The only p25 option I have for channel programming is to go through the trunked menu. Maybe It just doesn't get enough signal to properly decode it.
