Greetings,

Welcome to the community --Sorry to hear about your frustration --

Let's get some info from you first -

1. Are you programming by hand or using a PC?
2. What are you trying to program?
3. What area (community) do you live in?
4. Have you ever programmed a modern scanner? Trunking scanner?
5. Do you have a 396XT or 396T?

Here are some resources

Welcome to RadioReference. A bunch of us in the area just met to help people with issues just like yours. Unfortunately, we've only been meeting about once a year.

Since you are in Sacramento, I suspect you want to program one (or both) of the two trunked radio systems. Regardless of how technical you are, I wouldn't try it by hand. Software can take 99% of the pain out of the process; whether you "download" (import) data from this site or hand enter it into the software, it's the only way to go in comparison to hand-programming these modern scanners.

I have both Butel and Free Scan programming software. I use both Uniden and GRE/RS platform scanners... While the Butel makes great program's they do cost money... So to start off I would recommend using Free Scan to program the 396XT ...since it is FREE of cost to use, covers the XT options (ie screen color, illumination, volume, tone). Has a good import feature to bring radio reference data easily to your scanner.. PM me if you want me to share a sample file from my 396
