Programming BCD536HP using Sentinel Softare

No guy here so please take it easy on me.

So I am using Sentinel to program the PA State Police in the PA-STARNet P-25 statewide network, and when I add only the state police entries into the scanner nothing scans. When I add all the entries in the network the scanner will then scan. What am I doing wrong?

PA State Police are entirely encrypted. You won't be able to pick them up on any scanner. If you take a look in the database at each table of talkgroups under the "Mode" column. Any mode designated as "TE" denotes full-time encyption. You will only be able to pick up the talkgroups designated mode "T" & since the system is still being built out in our region you won't be able to hear much until more non-PSP agencies make the migration. Note, not every talkgroup is broadcast on every site
