If you have Win96 you can download the setup for the CSP troops in your area from this site. If you don't have Win96 you can still access the database to manually get the info. I have a file I can send you if needed. Send me a PM if interested.

The interference may be because you don't have the freqs or bank mode programmed as Motorola. Correct as follows:
PROG
TRUNK
MODE until line 3 indicates Motorola
PROG
Navigate Up/Down through CC's and verify that MO is in the upper right corner on the display for each. Press MODE to correct.

This programming shortcut from RRWiki may help but oilmillcharlie is right, get Win96 and a cable.

I still haven't figured out how to program the state police freqs in but i was using the search function and came across a few which i copied to open channels and they came through clear---finally!!

now I have another question-- besides freqs the state police also has talkgroups and i was wondering how to enter them into the scanner--here's a sample of what i have and if you could tell me what to do with it that would be great!!

DEC HEX Mode Display Description
3216 0c9 D 37 E-Disp Troop E Dispatch
3248 0cb D 38 E-Car Troop E Car to Car

i put in the talkgroups how they're supposed to be put in but do I also need to put in freqs that i don't know about that correspond to these talkgroups? I think I'm missing something because I put the talkgroups in bank 9 and turned all the other banks off to just see if I could pick something up from 9 and it said all the channels are locked out. I must be doing something wrong.

Read the operators manual that came with the receiver.

Did you copy the programming shortcut from the RRWiki link provided in my previous.
I say again...did you use the PROGRAMMING SHORTCUT? It's simple to use.
