programming D.C. into a 396

How do I program D.C. fire and police into my Uniden 396? what type of system do I select in the 396 for this area (i.e. motorola type II what)? Can the frequency all go together or do they need to be in seperate banks?
while im here how about P.G. county and Montgomery county.......?
