Firstly, sorry if this is in the incorrect place.
Secondly, I hope I can explain it in a way that can be understood.

At my location in NZ all my programming is done manually.
Always been curious about the best set out for sites & talk groups.
I've attached a screenshot of a example of two ways of adding the talk groups to the sites.
Provider 1 has 2 sites with each site having its own talk group.
Provider 2 has 2 sites with a shared talk group.

What you call TGID1, TGID2 and TGID's are departments that holds the Channels/TG's. It doesn't matter to the scanner which way you do it but if you have some TG's that are road construction and some others that are park attendance then it I think it looks nicer if they are programmed in their own department like you did for provider 1, and rename TG1 to Road Work, and TG2 to Park Attendance. They are not related to the sites, if you follow the lines you'll see that both sites and departments have their own lines going directly to the provider.

That sounds like a good plan.
However, identifying who is actually on the channels is a bit of a mission.
RR database doesn't cover my receivable area.
I had to search for the control frequencies.
Only found 4 so far.
A license search on the frequency will only give me the licensee & repeater location.
I then program the frequencies into my SD200E.
Set it to scan & monitor the History Loging in Proscan.
This gives me the TGID's, color etc.
I then have to listen in & try to work out who the users are.
