No. The only scanners on the market right now that have NAC decoding are the GRE-500/600.

Can the 2096 pick this up or no?

No, but you can still hear the transmission. Just like you can hear frequencies with a PL / DPL tone in FM mode without programming the code, you'll hear the digital freqs without the NAC. The only problem you'd have is if you can receive the same freq. from multiple users. The 106/197 will have that feature (RS branded GRE 500/600)
