Programming OAA using ARC536

Howdy! I'm trying to program OAA (Omaha Airport Authority Trunking System, Omaha, Nebraska) into my BCD436 using ARC536. I'm just not sure how. I'm using MOTOTRBO but should I be using something else? I've read a couple of different things here.

First, do you have the DMR upgrade for your scanner? MotoTRBO is the correct system type. You need to enter the 3 frequencies with their LCN's and color codes into the site. Then, enter the talkgroups and alpha tags into a department or departments.

Thank you. I've done all that. The only thing I can think of is that their site range is only 5 miles. And I'm about 12 miles away, I would think I'd still hear the units.
