I've read that OEC is a Mototrbo Trunked system. Is that True? If so, why is it not listed as a trunked system in any county that it's in?

They are conventional VHF DMR, not trunked.
Then what is the carrier almost constantly broadcast on 153.445, CC4? How would you program this system?

It's most likely data/GPS, and I'm guessing on slot 2. They are listed in the DB for Cleveland County and they have more than one repeater. I just program those as a normal MotoTRBO channel with the correct CC and TGID for RX only. But I use an actual MotoTRBO radio for monitoring so I'm sure the scanners program differently.
