First off, you need a scanner that does trunking, the 2006 doesn't do that. Otherwise the only way to listen to EMS/OPP on fleetnet is to program in the Analog UHF Repeater frequencies found in the database.
...like i told him in another thread you can program a trunked system into a 2006 .Now it wont track it but you can monitor it (listen).like i said program all the system's freqs in and when you hear the control channel lock it out .The control channel will make achatter sound .And when the control channel changes once or more a day un lock the old freq and lock out the new one .Now if the system is digital the 2006 will not receive it .This is how I did it before trunk trackers came out and I still have several Trunked systems in it still .I do own a 2006

You can try scanning the frequencies for a particular site, locking
out the CC (but not the Alt CC) but it's a losing proposition. You will
get digital voice mixed in with analog. Further, you will not only not
be able to seperate out different TGs from different agencies (MTO,
MOH), but even within the same agency. Unless there's only one
TG active at a time, you'll get fragmented messages. Try it out,
but you'll probably want to invest in a trunking-capable scanner.
