Programming Pro-91 for Motorola Phase I

Hello, I have not been able to find any tutorials for programming a Radio Shack Pro 91 for a Motorola Phase I system. I tried following the manual but couldnt get anything through. Can anyone help?

Your scanner will no longer successfully "trunk track" a Motorola Phase 1 system. You could manually program in the voice channels associated with the system you want to monitor, but this will prove to be a less than desirable listening experience.

What Motorola system do you want to monitor? I believe you are confusing a Motorola Type II system with a P25 Phase I system. Miami County public safety uses a P25 Phase I digital trunked system which your scanner cannot monitor. Indiana Project Hoosier SAFE-T Trunking System, Statewide, Multi-State - Scanner Frequencies (radioreference.com) The Pro-91 is analog only and cannot do P25 systems.
