With that said, if you are planning on using a PRO-2051 to monitor it, you cannot. It is a digital P25 system, and your scanner will not decode the digital transmissions. You would need a scanner such as a Radio Shack PRO-96 / 2096, GRE PSR-500 / 600, Uniden BCD396[X]T / BCD996[X]T or possibly one of the previous generation Unidens with an APCO25 card.
