programming starcom 21 in 396t

I am confused on how to program the Illinois starcom 21 system into my 396t. I am trying to understand the control channels, other channels on the radio reference charts, convert or decode and enter the talk group charts in DEC, how to put those in, and what goes where in the database on the radio. Any links where I can look?

Are you using the UASD software to program this, or just programming the scanner directly using the keypad?
