I have both squelch knobs turned all the way down and I don't know anything about the ATT button what does that do yes they are currently using the stock antenna I do have some coming in the mail they just have not arrived yet

Can't have them set at min! The setting should be around the 10 o'clock position. The ATT button turns on the units attenuation - lowering the unit's sensitivity. As wrong as it sounds it can help reception
