can i just put in the sites i want for my area or do i need to enter all sites using a 996t

Treat them like different sites of a trunked system, but you only need those in your area. If there is a large event, other radios may join in the local system.

I don't have a 996T (have GRE PSR-500 & -800) but I add the local frequencies, as trunked systems, in the scanlist for each county.
