Proprietary Talk Groups on a P-25 TRS?

Are these actual proprietary Talk Groups or is this just a name meaning that no other agency can use them? These T.G.s are on the Michigan Statewide TRS.

In this case, it means that only that agency can use that particular talkgroup, as they are exclusive to that agency or user alone.
