I have proscan 4.9 when i use it the web cam come on too it never did it before?

I don't really know or have a clue why would the web cam turn on. At this point I don't see how ProScan can control devices but anything is possible.

By any chance do you have family members using the computer and changed something? I've seen that before.

Perhaps someone that knows about web cams can chime in.

[EDIT] Try re-booting the computer and if that don't work then I would revert to 4.8 to see if 4.9 is doing it.

still with 4.8

You advised that it never did it before? What version would that be?

Did you re-boot the computer?
Do you have family members using the computer and changed something?

Please answer the questions so I can help.
[EDIT] It would helpful if you could give more information regarding the problem.

i well just unplug the web cam until there is a fix okay..thanks for you help

It can't be fixed since it's not broke.
Maybe the web cam checks if a port is opened? Long shot as I don't know anything about web cams. Is the Web Server, Source Client, or Scanner Over IP on?

You advised that it never did it before? What was the last version that did not do this?

I would check the web cam manufactures web site or Google search for a solution.

[EDIT] Starting to Google search this. First thing I would do is a security scan checking for Trojan horses and malware.
