ProScan + BDC996P2 error: "No Resource Errors are generated from the scanner..."

Today I attempted to program my BCD996P2 using ProScan (16.9.0), but the upload fails and I am seeing this error in the log file:

No Resource Errors are generated from the scanner indicating a scanner memory limitation issue.
Most common reason is uploading too many systems, groups, or channels for the scanner.
Before uploading, click the Statistics button to see where the problem is.

I selected the "Delete all" option before uploading the data, and the scanner appears to be empty after the failed upload, shoing "Nothing to scan." The same database file uploaded without error to my 325P2. Any suggestions on what might be happening here?

I found this post where @ProScan suggested doing a reset on the scanner (holding keys "2", "9", and "HOLD" down while powering on) and I was able to successfully program the radio.
