psr 800 radio id question

can some one explain to me how this works i assume it would work like you put the radio id in then tag with name then each time the person or vechile keys up on the 800 system it would show the name am i correct in thinking this ????

example

9210011= engine 331

9218099= officer smith

any input would be great
