PSR800 issues when losing power

All,

I am trying to experiment with a new PSR-800, Seems when the power supply is removed from the scanner the unit then goes into some kind of programing mode and must be hard restarted. Does anyone know if there is a way to make the unit return to power on mode, if in fact it does loss power?

The manual states to turn the scanner off before applying or removing power.
