If he is talking about 700 MHz, there are systems on the air today. If he is not talking about 700 MHz, then what reclaimed spectrum is he talking about?

If he is talking about 700 MHz, there are systems on the air today. If he is not talking about 700 MHz, then what reclaimed spectrum is he talking about?

Its got to be 700 MHz that he is talking about.
1) only spectrum being cleared from analog tv for public safety
2) only spectrum McCain has been talking about

As for three years, that is optimistic.

It takes a long time to plan and fund a major radio system. There are still new systems going in on NPSPAC channels opened up 20 years ago.
