Pulaski County P25

Earlier in the week, I heard some strange-sounding transmissions on 460.3375. The scanner thought it was P25, but I was doubtful. This evening, around 1700 local time, I heard it as clear as a bell from the hill on US-460 just west of Glen Lyn. It sounded like an EMS call, but I didn't get the specifics. It was, in fact, P25 audio, but I didn't catch an NAC. I didn't hear any more transmissions on that frequency, since I dropped elevation rather quickly and was not in range for the rest of the evening. Have any of y'all been hearing this, and if so, does this indicate future changes for the county as a whole?

I saw the license when I looked up the frequency. What I'm trying to figure out is whether or not I'm the only one hearing this activity, and whether or not the county is planning on implementing P25 on its other frequencies, or just this one.
