Does Putnam Co. dispatch both the EMS and Sheriff's departments on this frequency? I heard both agencies on this frequency this past weekend in Cookeville.

Yes, but they're on different DMR slots and talkgroups, as clearly shown in the database. You must program the complete tone data to keep them segregated while monitoring according to your radio capability.
